The Commissionerate Police has issued a special guideline the upcoming for Zero Night celebrations in twin city of Bhubaneswar and Cuttack.

Bhubaneswar: The Commissionerate Police has issued a special guideline the upcoming for Zero Night celebrations in twin city of Bhubaneswar and Cuttack.

From prohibiting us of alcohol or drug to putting restriction of use of fire crackers during the celebration, the city police has asked the organisers to ensure smooth and peaceful for Zero Night celebrations.

Here are the guidelines for Zero Night celebrations in Bhubaneswar-Cuttack:

  1. The organiser will have to strictly follow the deadline of the date and time given for the Zero Night celebrations.
  2. Loud speakers can be used by following the Noise Pollution Regulation & Control Rules, 2000, order of the Supreme Court (i.e noise level is below 65 decibel) and stipulations of Commissioner’s order No-7/10.
  3. No form of celebration including playing of music and drums within 100 metre radiation of peaceful places like school, colleges, universities, hospitals or court.
  4. The orgranisers have been prohibited from using echoes and will take steps not to irritate the senior citizens, patients and students.
  5. The organisers should take adequate steps to avoid stampede at entrance and exit of the venue.
  6. The organisers have been asked not to allow any obscene or vulgarity during the Zero Night celebrations.
  7. The organisers have been asked to take fire safety measures.
  8. The oranisers have to appoint adequate security personnel for traffic management, parking of vehicles and safety of the people.
  9. The organisers have to adequate measure to avoid any mishap due to electricity.
  10. The organisers will have to install CCTV cameras at the entrance, exist and venue of the Zero Night celebrations and ensure proper recording of the CCTV cameras.
  11. Organiser will have to hire five drivers to drop anyone who might not be able to drive from the venue to the house.
  12. In order to avoid any emergency, the organisers will have to keep the medical team and ambulance ready at the venue.
  13. The organisers will have to ensure that no alcohol or drug is used during the celebrations.
  14. Use of fire crackers during the celebration prohibited.
  15. The organisers can issue pass or entry tickets to their guests for the Zero Night celebrations. However, the guests will be allowed to enter only after the conformation of their identities.
