Twin City Commissionerate Police Issues Guidelines For Holi Celebration; Check Details

Cuttack: The Twin City Commissionerate Police on Friday issued guidelines for Dola Melan and Holi celebrations in Cuttack. The police said that the festival of colour shall be organized in a low-key manner due to Covid pandemic.

As per the guidelines issued by the Commissionerate Police, the Dola melan will be organized in Cuttack UPD with effect from 23.03.2021 and festival of colour “Holi” will be celebrated on 29.03.2021.

“Though in previous years it was celebrated in pump and grandeur, but this year due to the outbreak of Covid-19 pandemic and to prevent its further spreading, it is felt necessary to observe in a low key manner as per the prevailing Covid guidelines,” it said.

All IICs will instruct the organizers of the Dola melan Committees and ensure strict observance of Dola melan and festival of Holi in the following manner as enumerated below tor preventing public gathering and to prevent further spreading of Covid-19.

Here are the guidelines which has to be followed during Holi celebration:

  1. All the rituals of the Dola melan shall be organized in a low-key manner.
  2. The Gathering/crowd shall not be allowed more than 200 in the melan ground
  3. In each Biman there shall be not more than 10 persons including biman carriers, priest, ghantua, light man etc
  4. No procession will be allowed/permitted from the village to the melan ground. No use of music or loudspeaker shall be allowed/permitted at the melan ground.
  5. No one shall carry lathi/stick with them.
  6. No cultural function shall be allowed/permitted during Dola melan.
  7. No meena bazaar/stall shall be installed near the place of melan ground.
  8. The function shall be organized in a limited time and not throughout the night.
  9. On the day of the festival of Holi, public is allowed to observe the same in their own musical instruments, lighting.
  10. No playing of Holi is allowed in large-scale manner by gathering/crowding.
  11. No music system/loudspeaker/DJ will be allowed to be played on the day of Holi on the roads and public places.
