Citizenship, Triple Talaq Bills set to lapse as Rajya Sabha adjourns sine die

New Delhi: The Citizenship (Amendment) Bill and the Triple Talaq Bill are set to lapse on June 3 when the term of the present Lok Sabha ends as both the  Bills couldn’t be passed in Rajya Sabha, which was adjourned sine die on Wednesday.

Both the Bills were introduced in Lok Sabha, passed and sent to Rajya Sabha. However, the Opposition had been opposing provisions of the two bills in Rajya Sabha where the government lacks numbers.

According to the Legislative procedure, a Bill pending in Rajya Sabha which has not been passed by Lok Sabha does not lapse on the dissolution of Lok Sabha but a Bill which is passed by Lok Sabha and is pending in Rajya Sabha lapses on the dissolution of Lok Sabha.

Today, the Upper House passed the Interim Budget, 2019-20, The Appropriation (Vote on Account) Bill- 2019, The Appropriation Bill- 2019 and The Finance Bill-2019 without a debate. It witnessed repeated adjournments over several issues during the session.
