Vehicle owners to get Green PUCC Stickers from January 10, know in details how to avail it and where to paste
All vehicles with a valid Pollution Under Control Certificate (PUCC) will get the Green PUCC Stickers from January 10, informed the Odisha Transport Department today.
Bhubaneswar: All vehicles with a valid Pollution Under Control Certificate (PUCC) will get the Green PUCC Stickers from January 10, informed the Odisha Transport Department today.
According to a notification issued by the department, the vehicles tested up to January 9, 2026 and issued PUCC in Form 59 shall obtain the Green PUCC sticker from their respective Regional Transport Offices (RTOs) while the vehicles tested on or after January 10 shall obtain the PUCC validity sticker directly from the authorised PUC testing centre at the time of testing.
The PUCC validity sticker shall be made available for all Internal Combustion Engine (ICE) vehicles.
Each RTO shall open a dedicated counter for issuance of PUCC validity stickers. The RTO shall print the sticker to be issued by them from ORSS fund available with them or they may seek for additional fund if required. However, before issuing the sticker, the RTO shall ensure the following verifications:
- Verification of PUCC (Form 59) details from the VAHAN database;
- Confirmation that the PUC test centre which issued Form 59 is an authorised centre under the jurisdiction of the said RTO;
- Verification of vehicle particulars with RC (digital or physical).
The vehicle owner/authorised representative shall produce the following documents:
- Original/digital PUCC (Form 59);
- Identity proof of vehicle owner (Aadhaar / PAN / other valid ID);
- RC copy (physical or digital);
However, in case the vehicle owner authorises another person, a letter of authorisation signed by the vehicle owner along with self-attested Aadhaar copies of both the vehicle owner and the authorised person, to prevent misuse or manipulation.
The RTO shall maintain a separate register containing:
- Vehicle Registration Number;
- Name of authorised PUC test centre;
- PUCC validity;
- Sticker serial number;
- Date of issue of sticker:
- Signature of vehicle owner/authorised person as acknowledgement.
All authorised PUC testing centres shall issue the PUCC validity sticker only after successful completion of the emission test and generation of Form 59.
The Authorised PUC test centres shall prepare the sticker by their own as per the sample attached in annexure 1 and no extra cost to be charged by them from the vehicle owner.
The sticker shall be issued only for vehicles tested at that authorised centre and the PUC testing centre shall ensure that:
- The sticker corresponds exactly with the PUCC generated;
- No sticker is issued without valid test and Form 59.
The following particulars shall be clearly written on the sticker using a black permanent marker pen only, without any overwriting, erasing or correction:
- Vehicle Registration Number;
- PUCC validity (Valid Till – Month/Year);
- Name of authorised PUC test centre.
- Any sticker with overwriting, correction or tampering shall be treated as invalid.
Serial Number & Security:
- Each PUCC validity sticker shall carry a unique serial number.
- Stickers shall be tamper-proof, self-adhesive and shall incorporate a security hologram/anti-counterfeit feature.
- Issue of fake or unauthorised stickers shall invite strict action, including cancellation of PUC authorisation and penal action under the Motor Vehicles Act/ CMV Rules.
Placement of Sticker
The sticker shall be pasted on the left corner of the front windscreen from the inner side, clearly visible from outside the vehicle. However, in case of the two-wheeler it can be pasted at any conspicuous place on the exterior of body for clear visibility.
Responsibility of Fuel Retail Outlets
- All staff of the fuel filling station engaged for filling of fuel shall display a label mentioning that “PUCC is a mandatory requirement as per law” (both in English & Odia language.
- All fuel filling station should have a banner explaining the legal obligation for getting a PUCC.
- Any vehicle which does not have PUCC, should be advised to get it done at the Outlet / Nearest PUC test centre.
The STA has asked all the RTOs to:
- Monitor issuance of stickers,
- Conduct inspections of authorised PUC centres,
- Ensure proper maintenance of registers and records.
The STA also issued the following clarifications:
- The PUCC validity sticker is only a facilitative visual indicator and does not replace the statutory PUCC certificate (Form 59). In case any vehicle does not have the green sticker he/she may produce the genuine Form 59 in physical or digital mode.
- Vehicle having valid PUCC and the validity is reflected in VAHAN / The vehicle having genuine valid PUCC in Form 59 (as per CMV Rule, 1989) in physical or digital mode but not having green sticker shall not be fined by any enforcement authority.
