Model code of conduct comes into effect for Nuapada by-election

Nuapada: With the announcement of the schedule for the Nuapada by-election by the Election Commission of India (ECI), the model code of conduct came into effect immediately, informed Chief Electoral Officer (CEO) of Odisha R. S. Gopalan today.

In his address to the media persons, Gopalan said that the Gazette Notification will be issued on October 13 (Monday) following which the candidates can file their nominations on or before October 20 (Monday).

Likewise, the scrutiny of the candidates’ nominations will be done on October 22 (Wednesday) and those who want can withdraw their candidatures before October 24 (Friday), he said adding that the polling will take place on November 11 while the counting on November 14. However, the whole process of the Nuapada by-election will complete on November 16.

Speaking about the voter’s details, the Odisha CEO informed that there are 248256 voters in the Nuapada assembly constituency. This includes 122103 male, 126132 female and 21 third genders

Likewise, the Nuapada assembly segment has a total of 4000 voters with disabilities including 2343 males and 1657 females. Similarly, it has 2007 voters over 85 years of age (694 males and 1313 females).

The Chief Electoral Officer said, “After the publication of the Final Voters List-2025 in January 2025, a special short revision of the Voters List of 71- Nuapada Election Constituency, which has 358 polling stations, is now underway. All eligible voters of Nuapada Constituency area, who have applied to the Nuapada Election Constituency ERO for inclusion of their names in the Voters List and correction of their entries, have been advised to decide their applications by 07.10.2025 i.e. the last date for resolution of claims and objections. The Final Voters List published on 09.10.2025 and updated up to the date of filing of nominations will be used for the elections.”

“Adequate number of EVMs and VVPATs have been made available for use in this by-election. The required number of EVMs i.e. 200% of the number of polling stations i.e. 720 Ballot Units, 720 Control Units and 720 VVPATs are already available with the District Election Officer (DEO) and Nuapada District Collector for use in the by-election,” he informed.

He further said, “Voters above 85 years of age and those with disabilities (marked in the e-roll) will be provided with Form 12-D (i.e. application form) to enable them to exercise the option of voting through postal ballot. Their list will be prepared and marked in the voters’ list. If they have already exercised the option of voting through postal ballot but do not wish to vote through postal ballot, such voters will not be allowed to vote again while present at the polling station.”

“During the campaign, candidates with previous criminal cases will have to publish information in this regard three times through newspapers and television channels. Political parties that have fielded candidates with previous criminal cases will also have to publish information about the criminal background of the candidates three times, both on their websites and in newspapers and television channels,” the CEO mentioned.
