Resolution to form State Legislative Council moved in Odisha Assembly

Bhubaneswar: Odisha Parliamentary Affairs Minister Bikram Keshari Arukha on Thursday moved resolution in the state Assembly for constitution of State Legislative Council (Vidhan Parishad).

Arukha informed the house that the Vidhan Parishad will be formed with 49 members with 6 years tenure for each member and and 1/3rd of its members will retire every 2 years. 

The Minister also said that Rs 35 crore will be the annual expenditure of the Parishad.

The resolution is likely to be passed by the Assembly as the ruling BJD has a predominant majority in the House

Notably, the State Cabinet had on August 24 had given its nod to a draft proposal for the formation of much-touted State Legislative Council.

The Odisha Government had formed a five-member special committee for the purpose in 2015. State Commerce and Transport Minister Nrusingha Sahu, BJD MLAs Pramila Mallik and Manohar Randhari, Congress MLA Bhujabal Majhi and BJP MLA Nitesh Gangdev were the members of the committee.

The team had made extensive visit to Bihar, Telengana, Maharashtra and Karnataka States to study the functioning of legislative councils there and had submitted its study report to CM Naveen Patnaik on August 3.
