Bhubaneswar: The Commerce and Transport Department of Odisha government has decided to issue vehicle related documents including learner license (LL), driving license (DL) and registration certificate (RC) digitally from New Year, 2022.
Reportedly, under the 5T initiative of State Government to ensure better service delivery to public and to eliminate the delay in receipt of DL, RC & other vehicle related documents, the C&T(Transport) Department shall develop a portal for the public wherein PDF copy of the said documents can be downloaded by the citizen at his/her convenience.
This system is aimed at reducing both time and cost for citizens and give the convenience of generating a copy of the document instantly without the need to visit the office of the Regional Transport Office (RTO) or waiting to receive the same by post, added reports.
It is to be noted that the Commerce & Transport (Transport) Department made Concession Agreement with M/s Smart Chip Limited New Delhi on July 29, 2006 for issue of Smart Card based Driving Licenses, Registration Certificates paper based documents for Learner’s License, Driving License, Registration Certificate, Trade Certificate, Fitness Certificate and Permit and other services as per the Agreement.
However, the Concession period which had been granted upto July 2021 has expired. The Agreement between C&T (Transport) Department and M/s Smart Chip Ltd is going to be terminated with effect from December 31, 2021.
The Transport department has decided to issue paper based RC, DL and other vehicle related documents through digitally signed certificate or through e-signature as specified under the provisions of Information Technology Act, 2000 (21 of 2000).
