Odisha govt releases Rs 960 Cr to PDS beneficiaries

Bhubaneswar: The State Government has sanctioned an amount of Rs 960 crore for distribution of Livelihood Assistance of Rs 1,000 to eligible Public Distribution System (PDS) beneficiaries in 30 districts under National Food Security Act (NFSA) and State Food Security Scheme (SFSS), in view of prevailing Covid situation.

The distribution has to be completed in seven days from the date of start, stated a letter. The following guidelines were mentioned:

Modalities of Disbursement:

1. For identification purposes, the Biju Swasthya Kalyan Yojana (BSKY) card will be the primary ID proof. However, in case of non-availability of BSKY cards, existing NFSA and SFSS cards shall be considered as ID proof.

2. CCSO/CSOs-cum-District Managers, OSCSC Ltd shall download the Block/ULB-wise NFSA and SFSS card list for January 2022 allotment from Ration Card Management System (RCMS) dashboard and prepare Block/ULB-wise funds requirement. Accordingly, Collectors shall credit funds to the concerned Bank Accounts of Blocks/ULBs.

3. The Marketing Inspectors of the Blocks/ULBs under the supervision of ACSOs of the Sub-Division, shall download the GP/Ward-wise card list of NFSA and SFSS beneficiaries (January 2022 allotment) having columns a) Ration Card number, b) Name of Beneficiary, c) Name of GP/Ward and add in next column d) with heading as “Livelihood Assistance @Rs. 1000/- per Card” and hand over the hard-copy to the cash distributing officials.

Reconciliation of Cash Account:

BDO/EO shall collect proof of disbursement statement of Livelihood Assistance from the concerned cash distributing officials through the Marketing Inspectors and submit for necessary reconciliation of accounts. Collectors shall forward the Utilization Certificate (UC) to FS&CW Department/OSCSC Ltd for the record. Any un-disbursed amount shall be deposited to the Bank Account of OSCSC Ltd online/through DD.
