Odisha DGP reviews preparedness for second phase poll

Cuttack: Director General of Police (DGP) BK Sharma on Friday asked the superintendents of police (SPs) to make adequate preparations for the second phase elections in Odisha.

Sharma today reviewed the second phase poll preparedness with Range IGPs, DIGPs and SPs through video conferencing from the state police headquarters in Cuttack.

The DGP interacted with the SPs of Nayagarh, Rourkela, Sundargarh, Jharsuguda, Bolangir, Bargarh, Sonepur, Berhampur, Boudh, Ganjam and Kandhamal which will go to poll on April 18.

People of five Lok Sabha segments and 35 Assembly seats will cast their votes in the second phase of polling.

During the meeting, the DGP emphasized on the free, fair, transparent, impartial and incident-free election in the districts, enforcement of model code of conduct, strict adherence to the guidelines for Police arrangement and security arrangements including the visit of VIPs and VVIPs.

The DGP also reviewed the result of enforcement drive taken up by different Districts. Earlier targets were fixed for the SPs on bounding down of persons u/s 110 CrPc, seizure of illegal arms, seizure of illicit liquor and execution of NBWs.

He also asked the SPs of these districts to operate integrated Control Rooms in their respective District Headquarters involving officers of CAPF, Revenue Administration and District Police etc. SPs have been instructed to personally present in the Control Room during pooling.

All Senior Police Officers of State Police Hdqrs including Director Intelligence, ADGP (Operation), ADGP (L&O), ADGP (Modernisation), IGP (CR), IGP (Personnel), IGP (Hdqrs) were present in the meeting.

A threadbare discussion was held with the SPs on the following issues.

  1. Election preparedness for Law and Order.
  2. Requirement of manpower.
  3. Transport & communication issue.
  4. Preparedness for Anti-Naxal Operation.
  5. Collection of intelligence.
  6. Plan of Naxal Operation.
  7. Adherence to the model code of conduct.
  8. Security of VIP/ VVIPs visiting for campaigning purpose.
  9. Political situation & rivalry.
  10. Strict and prompt action to be taken on election-related cases.
  11. Mapping of critical and vulnerable booths and their solution.
  12. Taking care of less connectivity and shadow booths
  13. Finance & Logistics.
  14. ECI guidelines to be followed for engaging manpower in the Static Surveillance Team and Mobile Party.
  15. Flag march to be taken up in the sensitive and critical areas.
  16. VHF/ Satellite phones to be kept in readiness for shadow and inaccessible booths.
  17. GPS device to be used as and when necessary.
  18. Area domination and Road sanitization programme to be taken up in the LWE affected areas.
