Odisha Assembly passes ‘Land Rights to Slum Dwellers Bill-2017’

Bhubaneswar: The Odisha Assembly on Wednesday passed the much awaited ‘Land Rights to Slum Dwellers Bill-2017’ that seeks to provide free homestead land to slum dwellers in the state.

As per the Bill, beneficiaries in areas under Municipal Corporations will avail land for 300 square feet built up areas for residential purpose while those in NACs and municipalities will get land measuring 600 square feet and 450 square feet respectively.

The residential property to be allotted to the beneficiaries will be inheritable but not transferable. In case of married persons, the certificate of property right will be issued jointly in the name of both the spouses.

The beneficiary cannot sell the plot but can get loan against it from the banks. However, they can sell their houses after 10 years. A committee will be formed to provide land to the beneficiaries.

According to reports, the historic decision will benefit around 3 lakh slum dwellers living in 3000 slums of the state.

The Assembly on Tuesday had passed Odisha Municipal Corporation (Amendment) Bill, 2017 enabling the state government to provide property rights to identified slum dwellers in municipal corporations.
