Land fraud case in Cuttack: EOW arrests man for cheating more than Rs 1.18 cr

Bhubaneswar: Economic Offences Wing, Bhubaneswar has arrested one Rashmi Ranjan Dash, Proprietor of R.D. Group of Company on 16.03.2022 from Bhubaneswar in EOW PS Case No. 06 dated 16.03.2022 U/s 406/419/420/467/468/471/472 IPC.

One Antaryami Nayak of CDA in Cuttack, a retired employee of State Bank of India, filed a complaint alleging that Rashmi Ranjan Dash had taken more than Rs 1.18 crore on the pretext of providing/ arranging one commercial plot measuring 4000 sqft at Hadiapatha, Cuttack under the discretionary quota of CDA by using fake and forged seal and signature of Commissioner, Cuttack Municipality Corporation (CMC).

Investigation of the case revealed that complainant Nayak came in contact with the accused during the year-2021, through his younger brother Samarendra Nayak. In course of their acquaintance, accused Rashmi Ranjan Dash induced the complainant to purchase a commercial plot measuring 4000 sqft. at Hadiapatha, Cuttack that he can arrange for Rs 1,18,50,000/- under the discretionary quota of CDA, Cuttack, because of his relation with Ananya Das, CMC Commissioner.

Investigation of the case also revealed that the complainant being allured agreed to the proposal and decided to purchase the land in the name of his wife. During the period from April to November-2021, the complainant paid the accused Rs 1,18,50,000.

After receiving Rs 10 Lakhs in cash to process for the Discretionary Quota, the accused obtained the signatures of the complainant’s wife (the proposed buyer) on blank papers including a stamp paper and later handed over the complainant an agreement dated 15.04.2021, purportedly executed between his wife as buyer and Ananya Das, Secretary in Charge, C.D.A, Cuttack with the purported seal of CMC, Cuttack, which on verification was found to be fake and forged.

The accused had falsely assured the complainant that registration of the scheduled land would be done on 15th November, 2021 at CDA Office, Cuttack at 10 AM and prior to that he took the full amount i.e 1,18,50,000. However, Rashmi Ranjan Dash did not turn up on that date and when contacted took different pleas and went on avoiding him intentionally on a different pretext and did not return his money as yet.

In course of search of the office of the accused in Maitri Vihar, Bhubaneswar several incriminating documents including the seals of different authorities including seal of CMC, Cuttack which has been affixed on the fake agreement paper purportedly executed between the wife of the complainant and Ananya Das, CMC Commissioner have been seized.

Some fake Identity Cards of the accused showing him as a Gynaecologist of SCB Medical College & Hospital, BHMS doctor etc have also been seized. Those are being used by the accused to impersonate him in order to defraud the victims.

Further on verification, it was found that Rashmi Ranjan Dash was earlier arrested and forwarded in Kumbharpada PS Case No. 127 & 128/2016 in which he has also defrauded many victims by impersonating himself as a CBI Officer to arrange a job with Police or Revenue Dept. and also to facilitate the admission in his educational institutions.

The accused will be produced before the JMFC, City Cuttack.

Investigation of the case is continuing.
