Officers to be given more authority in Odisha, will help reduce waiting period for government files

Government files will be passed through a 3-tier system and new Establishment officers will also be appointed which will reduce the waiting period.

Bhubaneswar: The government officers to be given more authority in the coming days. The files will be passed through three levels alongwith which new establisment officers will be appointed, read the letter of the Additional Chief Secretary. This will reduce the waiting period for the approval of the government files.

The Additional Chief Secretary of the General Administration Department, Surendra Kumar has sent a letter to the Principal Secretary, Additional Chief Secretaries, Commissioners and Secretaries of several departments of the Odisha Government.

The decision has been taken to make a more structured and organised system of the establishment works. On the lines with the Central Government, the state government will also appoint establishment officers of the ranks equivalent to Special Secretary and Additional Secretary.

The establishment officers will be overlook the – transfer, appointment, disciplinary action, pension and gradation list of their respective departments. Similarly, the General Administration and the Public Grievance (GA&PG) department will oversee the work and carry out inspections in every two months. The Establishment sections in several departments will be strengthened and officials will be given more powers.

The notification read, “There should not be more than 3 levels before file reaches Secretary of Department.”

The files going through Odisha State Workflow Automation System (OSWAS) now pass through 6 levels. This will be reduced to 3 levels by increasing the efficiency of the officials.

The file initiation will be done by the Section officers or the ASOs. Then desk officers, Under secretary and finally Deputy secretary will be the first supervisory level. After them, Joint Secretary (JS), Additional Secretary (AS) and Special Secretary (SS) will constitute the 2nd supervisory level. The file will then reach the Secretary who will be the approving level. All these procedure will be finished by July 25.

Similar exercise must be conducted in the Directorates functioning under the departments which have been integrated with OSWAS. As above only three levels must be identified before the file reaches the Director.

The finalised hierarchy must be communicated to the OCAC for integration into OSWAS platform.

The Additional Chief Secretary has thus directed the Additional Secretaries, Principal Secretary and Secretaries to pass an order in this direction.
