Odisha police sub-inspector recruitment exam scam: Know what the preliminary chargesheet reveals

Bhubaneswar: The preliminary chargesheet filed in the sensational Odisha police sub-inspector recruitment exam scam has revealed several shocking details exposing the procurement lapses and organized crime.

According to reports, the preliminary chargesheet of the case filed on December 29, 2025, has exposed startling details that cast serious doubts on the role of the Odisha Police Recruitment Board (OPRB). Below are some details mentioned in the chargesheet:

Vendor Selection & Subcontracting Irregularities

• The Odisha Police Recruitment Board (OPRB) appointed ITI Limited, Kolkata as System Implementation Partner on 31 December 2024. ITI first subcontracted Rich Mind Digital Pvt Ltd, later cancelled on 26 May 2025 Silicon Techlab Pvt Ltd was appointed on 9 July 2025 for question paper handling, printing, centre audits, and logistics.
• Silicon Techlab illegally engaged Punchooft Technologies Pvt Ltd without approval from OPRB or ITL

Question Paper Handling Lapse

• From five prepared sets, OPRB selected Set No. 5 (final) and Set No. 3 Estandby). On 9 Sept 2025, Silicon Techlab’s MD mistakenly sent Set No. 3 for printing at a Kolkata presa.
• The error was corrected the next day, and Set No. 5 was printed and securely stored at OSAP 6th Battalion, Cuttack, under 24-hour security.

Organized Exam Leak Conspiracy

• An organized gang planned to leak question papers to candidates Candidates were allegedly charged 725 lakh each On 30 Sept 2025, police intercepted three buses carrying 114 candidates and 3 brokers en route to Vijayanagaram
• Biswajit Harichandan (A-1) played a key role in mobilising and guiding candidates.

Legal Findings & Case Status

• Investigators concluded that the gang, along with Silicon Techlab and Punchsoft, committed organized crime to sabotage a public examination for financial gain. The case moved from Golanthara PS to OD-CB, Cuttack, and was later transferred to the CBI for further investigation.
