Odisha Cabinet approves 12 proposals
Odisha Cabinet which met under the chairmanship of Chief Minister Mohan Charna Majhi today gave its approval for a total of 12 proposals including free education to students from kindergarten to postgraduate level (KG to PG).

Bhubaneswar: Today the State Cabinet was attended by the Honorable Chief Minister Mr. Mohan Pharan. It was held under the chairmanship of Majhi in the conference room of Lokseva Bhavan.
After the completion of the Cabinet Meeting, Chief Secretary Anu Garg briefed the media that a total of 12 proposals of 8 departments were discussed and approved during the Cabinet meeting today.
One proposal of Higher Education Department, two proposal of Fisheries & Animal Resources Development Department, two proposal of Electronics and Information Technology (E&IT) Department, one proposal of Food Supplies & Consumer Welfare Department, two proposal of Works Department, 3 proposals of the Water Resources Department, one proposal of the Revenue and Disaster Management Department, were approved during the Cabinet meeting today, Garg informed.
- Odisha Cabinet has approved the new scheme “Gyanodaya – Shiksharu Samruddhi,” a transformative initiative aimed at making quality education more accessible, equitable and affordable for students across the State.
- The Cabinet approved the comprehensive Regulatory Framework and Operational Guidelines for regulation and promotion of culture of SPF Litopenaeus vannamel (white leg shrimp) and other brackish water suitable species in inland saline waters beyond the jurisdiction of the Coastal Aquaculture Authority (CAA) in Odisha i.e. 2 to 10 km from the Hightide line.
- Cabinet approved the establishment of the Odisha State Data Centre 2.0 (OSDC 2.0) Project.
- The Cabinet approved the Odisha Deep Sea Fishing Mission (2026-2036), a flagship initiative of the Fisheries & Animal Resources Development Department aimed at unlocking the vast offshore fisheries potential of the State and accelerating Blue Economy-led growth.
- Cabinet approved the proposal for framing of the “Odisha Command Area Development Ministerial Services (Methods of Recruitment and Conditions of Service of posts in the Command Area Development Wing or Directorate of Command Area Development and Participatory Irrigation Management (CAD&PIM) establishment of Department of Water Resources) Rules, 2026” submitted by the Command Area Development wing of Department of Water Resources.
- Cabinet approved the tender for the in-stream storage structure across river Tel, a tributary of river Mahanadi which is proposed near village Belgaon (Amath) in Kesinga block of Kalahandi with an execution cost amounting to Rs 256,71,88,443.00. The project is targeted to be completed within 36 calendar months.
- Cabinet approved the tender for the instream storage structure across river Ong, a tributary of river Mahanadi is proposed near village Jamutpalli in Gaislat block of Bargarh, with an execution cost amounting to Rs 159,36,95,008.00. The project is targeted to be completed within 30 calendar months.
- The State Cabinet has approved the final offer of lowest EPC bidder M/s Dilip Buildcon Limited amounting to 160,20,00,000.00 for execution of a Diversion Road from 4/700 km to 11/500 km of Duduka-Gopalpur-Toparia Road (6 Lane with Service Road) in the District of Sundargarh.
- The State Cabinet has approved the lowest turnkey bid of M/s-Dineshchandra R Agrawal Infracon Pvt. Ltd amounting to ₹579,00,00,000.00 for execution of the improvement of Jaydev Vihar- Nandankanan Road from Kalinga Stadium, Gate No. 4 to Raghunathpur bridge covering 9.500km with Flyovers at junctions. The work is targeted for completion within a period of 24 calendar months.
- State Cabinet approved the proposal of the Revenue & Disaster Management Department for lease of Government land measuring up to Ac.200.00 dec. in favour of OPTCL for construction of 765 kV Grid Sub-stations at the concessional rate of premium prescribed under the respective IPRs.
- Cabinet approved the proposal for amendment of the Clause 4(6) of OPDS (Control) Order, 2016 and the process of replacing institutional dealers in place of private dealers has been extended to 30.09.2026.
- Odisha Cabinet approved an expenditure of Rs.4,224.46 crore for the Mukhyamantri Poshan Yojana (MMPY) over a period of five years from Dt. 01.04.2025 to 31.03.2030, with a plan to provide Mid-day Meals to approximately 57.41 lakh students. Approval was also accorded to the proposal for providing mid-day meals to 46.6 lakh secondary school students over the next four years under the scheme with an estimated expenditure of Rs.3,506.99 crore.
