UPSC Recruitment 2021: Apply For Deputy Secretary Level Posts, Get Salary As Per 7th Pay Commision

The Union Public Service Commission (UPSC) has invited online applications from talented and interested applicants for the recruitment to the posts of Deputy Secretary in various Ministries and departments on contract basis.

Interested candidates can apply to the posts through the prescribed format on or before 3 May 2021.

Eligibility Criteria:

Educational Qualification:

  • Deputy Secretary(Intellectual Property Rights) – The candidate should have a degree in LLB with specialization in Intellectual Property Rights from a recognized University /Institution.
  • Deputy Secretary (Insolvency and Bankruptcy Code, 2016) – The candidate should have a degree in Charted Accountant (CA)/ Company Secretary (CS)/ Cost and Management Accountant (CMA)/ Bachelor of Law (LLB) /Masters’ in Business Administration (MBA) from recognized University /Institution.
  • Deputy Secretary (Foundational Literacy and Numeracy Mission) – The candidate should have a Master’s degree from a recognized
  • University or Institution.
  • Deputy Secretary (Environment Policy)  – The candidate should have a Master’s Degree or B.E./B.Tech. from a recognized University /Institution.
  • Deputy Secretary (Food Processing), Ministry of Food Processing Industries- The candidate should have a degree in B.E./B.Tech in Food Technology/ Food Engineering/ Agricultural Engineering/ Chemical Engineering Or Bachelor’s Degree in Biotechnology/ Dairying/ Fisheries/ Animal Husbandry from a recognized University/ Institution.
  • Deputy Secretary (Manufacturing Sector), Ministry of Heavy Industries & Public Enterprises- The candidate should have a degree in B.E./B.Tech from a recognized University/ Institution.
  • Deputy Secretary (Urban Water Management) – The candidate should have a degree in B.E/B.Tech in Civil/Mechanical Engineering from a recognized University / Institute.
  • Deputy Secretary (Mining Legislation and Policy) – The candidate should have a degree in B.E. /B.Tech in Metallurgical Engineering from a recognized University/Institute.’ OR Master’s Degree in Business Administration/Economics from a recognized University /Institution.
  • Deputy Secretary (Sagarmala and PPP), Ministry of Ports, Shipping and Waterways – The candidate should have a degree in B.E/B.Tech or Master’s Degree in Commerce from a recognized University/Institution.
  • Deputy Secretary (Electricity Distribution), Ministry of Power -The candidate should have a degree in B.E/B.Tech in Electrical Engineering from a recognized University/Institute.
  • Deputy Secretary (Rural Livelihood) – The candidate should have a Master’s Degree from a recognized University/ Institution.
  • Deputy Secretary (Information Technologies) – The candidate should have a Masters Degree in Computer Science or B.E./B.Tech in Computer Science/Information Technology from a recognized University /Institute; or Master’s in Business Administration (MBA) / Post Graduate Diploma in Management (PGDM) from a recognized University /Institute.
  • Deputy Secretary (Iron/Steel Industry) – The candidate should have a degree in M.E./M.Tech from a recognized University/Institute; Master’s in Business Administration (MBA) / Post Graduate Diploma in Management (PGDM) from a recognized University/Institute.

The following with a minimum of experience of 10 years for Deputy Secretary Level posts are eligible to apply for the posts:

  • Officers of any State/UT Government who are already working at equivalent level or are eligible for appointment to equivalent level in their cadre, with relevant experience.
  • Individuals working at comparable levels in Public Sector Undertakings (PSUs), autonomous bodies, statutory organizations, universities, recognized Research Institutes.
  • Individuals working at comparable levels in Private Sector Companies, consultancy organizations, international/multinational organisations.

Comparable Level:

The comparable/equivalent level would be defined as under:

The candidate applying for Deputy Secretary level post must have a minimum gross salary of Rs. 10 lakh per year during any of the financial year 2018-19 or 2019-20 as per Form-16/ITR (or payslip in the absence of Form-16/ITR).

Central Government employees cannot apply for these posts.

Age Limit:

Minimum age limit – 32 years

Maximum age limit – 40 years

Salary Details:

Pay will be fixed at the minimum of Pay Level-12 in the Pay Matrix as per 7th CPC (approximate gross salary would be around Rs 1,19,000).

Interested candidates can apply to the posts as per the prescribed format through the online mode at upsc.gov.in on or before 3rd May 2021. The candidates are advised to take a printout of the submitted application for future reference.
