Chief Secy calls for greater synergy in power sector

Chief Secy directs to enhance proficiency in technology Bhubaneswar: Chief Secretary Aditya Prasad Padhi on Monday directed concerned officials to acquire more proficiency in technical and regulation fronts and develop a symbiosis model of the two in the interest of the people and the state.

Padhi gave the directive while reviewing the activities Odisha Power Transmission Corporation Ltd (OPTCL) and Grid Corporation of Orissa Limited (GRIDCO) in two separate meetings held in their respective conference halls this morning.

Secretary Energy-cum- Chairman GRIDCO–cum-CMD, OPTCL Hemant Sharma presented the updates and outlined the issues for discussion in these two meetings.

During the meeting, it was revealed that Odisha had got recognition as one among the top five States in the country in power system availability and reduction in system loss because of the innovative reform measures taken over the last few years.

The review revealed that because of a series of internal restructuring and reforms in OPTCL during the last four years, the live system availability and supply of quality power to consumers has increased significantly to 99.98 %. The Corporation has been conferred with Gold Seal Award by the Ministry of Power, Govt of India for three years consecutively from 2012-13 to 2014-15 for this achievement. During this period, the transmission system loss has also been reduced by 26 points.

Sharma informed the meeting that commercial loss had been reduced from 39% to 36% during the last year. The aggregate technical and commercial (AT &C) loss had been reduced by around 4% during the last year. It may be pertinent here to mention that 1% reduction in AT & C loss saves around Rs.80 Cr.  in the power sector. As such, the reform and restructuring measures in the power generation, transmission and distribution sectors as implemented through these two Corporations had resulted in saving of around Rs.320 cr in the last year.

With regard to power transmission,  it was seen that OPTCL has augmented its infrastructure over the years. Presently, around 134 grids with 13177 kms of transmission line are in operation. Sharma said that one new grid station is getting added every alternative month. This year target had been fixed to charge 18 new grid stations.

The progress of OPTCL projects for the Business Plan Period from 2015-16 to 2018-19 were reviewed at the meeting. It was seen that a total number of 80 projects were planned for the period. As of now, 63 projects have been grounded out of which 25 have been completed.

Padhi directed officials to expedite other projects and complete them within the scheduled time period.
